My mom is a caregiver, but before she was in the system she was watching an old man and not getting paid. Now that she's in the system they are saying she can't get paid for those months. What can she do?

I really don't know what system you are speaking of.
If she was caring for someone without a care contract, and weekly accepting she wasn't getting paid, the the truth is that it's very unlikely she WILL get paid.

If you do a job and don't get paid, time to quite and way before 3 months.

If you mean that your mom is helping a senior who now has been approved by Medicaid or some other governmental entity for payment of caregiver, and she is expecting back pay for time she helped him and he was NOT approved for payment, then she won't get payment.

Overall I am just guessing at what you may mean.

Yes. That is correct. The senior is already in the system. His old caregiver left and they asked my mom is she can watch him.

Was she not on payroll or have contract, why would she start working without?
If he is in the system I am assuming caregiving is provided through agency?
