He has some dementia but not too bad, he is ruining my house.

Jeanne. I didn't think of that. My mom has 2 pair of these jumpsuits but she still gets them off.
There is a place called buck and buck that have real pretty ones. They look like 2 piece. I'm going to order her some. She likes them. Always has liked jumpsuits when I was little we used to have matching ones. She says they "show off her shape". ;o).

I'm suggesting clothing that wouldn't let him whip it out wherever he happened to feel like it. :-D

Oh, my impression was that he doesn't do in his pants. That he whips it out and pees. Which is it. If the latter, he must move out.
What is your relationship with him.

One peice jumpsuit or coverall type clothing is sold with openings in the back that make it difficult to undress without help. Would that help?

Would he accept a plastic urninol bottle to allow him to go quickly where he is?

I would say that his dementia is "too bad" for living in your house without something being done. When confronted, how does he react? Is he regretful? Does he realize what he has done? Does he act like he did it on purpose?

When my dad became incontinent, he refused to wear a diaper. He asked "How would you like to wear one!!" With that, I replied, gee dad, sometimes I do, and your not above it. It's either that or you can pay for the carpets to be cleaned weekly, and that costs $200! He put the diaper on because he still knows the value of a buck...

Make him move out. If he only has mild dementia just think what happens next.

Is he just mean? Are you sure he isn't crazy ?

They use urine bottles in homes. He may be trying to be suggestive.
